behavior of cursor and shift-<note> in note entry

Is it deliberate that you can no longer use shift- to add to a chord immediately after entering the first note? It doesn't work because the cursor has moved on.
That is, the following sequence:
click measure, N, C, shift-E, shift-G
when executed in 1.2 would create a C major chord on the first empty beat of the measure. But in 2.0 (build ff4a00f), all you get is the C. The shift-E and shift-G have no effect unless you first cursor back to the C. Worse, the first cursor back goes too far, so you actually have to cursor back and then forward again.

It's a bug according to me. Could you file it ?
Done: #16954: shift-<note> does not add note to chord just entered
