Modifying individual chord tones.

I can't figure out how to adjust the individual notes of a chord. I am trying to place an A2 and B2 together with the A2 as a half note and the B2 as a quarter note. When I right-click the notes to modify their stem direction or note value it changes both of chord tones after I save the changes. How do I modify the two notes individually?
They'll need to be in different voices.
