Way to specify a fixed number of measures on each row?

Is there a way to specify a fixed number of measures on each row? I can't figure out how to do this, and everything looks a bit sloppy.

Most styles of music you will not see a fixed number of measures on each row (take a look at a few published scores). However you can use Plugin > Break 4 to break the line every 4 measures.
