tempo for 2/4 time
I am transcribing the following music into musescore. If I don't assign a tempo from the tempo pallette musescore will play this rather quickly. What is that default tempo? Is it 120 bpm?
Secondly, what tempo would you give for this piece? I feel comfortable at about 90 bpm.

I would give the piece the tempo I feel comfortable with. I suggest you give it the tempo you feel comfortable with.
In "View", select "Play panel". BPM is listed at the bottom.
Tempo is up to you. Remember this is a lullaby.
