Ironically the Plugin Manager doesn't install the plugin's when I select them. Anyone else seeing this problem?

Indeed ironical. And confirmed ... Got reported for 3.2 already apparently, #291460: Plugins disappeared, but I don't see it happening there, just in 3.2.1.

I suspect it was reported in 3.2.1 (there is no 3.2.1 option). I saw the bug report a few minutes after 3.2.1 was released.
