Split Notes

Hello,
I am trying to build a score with time stamp (9/4). I split the rest into nine quarter rests and I begin adding notes.
The problem is that the notes are not separated between quarters, but they are all connected with the black line of 8s and 16s.
Is there any way to split them into quarters.
Sorry for my bad English and bad knowledge of musical terms.
