Increasing the layout stretch through the shortcut keys doesn't work.
Should be self-explanatory. Pressing "}" doesn't increase the stretch of the selected measures, but "{" decreases it just fine. Pressing the buttons in the Layout->Stretch tab work fine.
Binding it to "}" (duplicating the default bind) and "ctrl+}" fixes the issue. But I feel it's something it isn't supposed to happen.

I have no issues with this (Windows QWERTY). Are you saying that changing the shortcut to ctrl+} rather than } makes increase stretch work? Do you have this defined as a shortcut somewhere else? Mac's have a lot of shortcut flexibility and MuseScore plugin shortcuts are not reported as being in use, so they sometimes lead to unintended results.

To the first question: Yes. Except it should work both ways.
Which OS and keyboard layout?
For me (OpenSuse Leap and QWERTZ) it works as expected by default.

I don't know if your laptop is capturing the default keystroke or if you have the shortcut defined somewhere else. I can't think of another explanation for your results.
