This is reproducible every time for me. Tested using r.1833 and 1856 self-built, Windows XP.
The dotted line shows up but not the volta (until you release the mouse button). I tried this with bach-bc.mscx, promenade.mscx, and several other scores.
I tried a lot without reproducing it but finally managed. Dragging an existing volta causes no problem.
When you drag a volta from the palette to the score, the volta is invisible. As far as I can tell it's true for all the "lines".

Apparently fixed. (I'm no longer able to reproduce this in r.1869, Windows XP)
