Multi movement work not reading repeat

I need help only at page 13-15 in the file attached.
Repeats seem to be working fine the first time through but what I need to have are the repeats playing throughout the second run-through of the work, when the segno is used, and wont be ignored like it is on playback.

Essentially to have the repeat at the beginning work, first run through, play and function the second time through the segno is incorporated from the end to the start of the movement, but like said before, the repeat is completely lost.
