I need help with tacets. I barely know how to use them, I need help with how to edit them.

Well, that's just 17 empty measures, measures with a whole rest. You can edit them as normal (press 'N') or you can convert them into 17 individual measures with a rest by pressing 'M' or 'Ctrl+Shift+M', depending on your version of Musescore. And then edit them.
