Unable to replicate an incomplete bar

For instance "Fur Elise" in 3/8 time starts with 2 semi quavers in the 1st incomplete bar. These can be added but the program applies rests to make up the time signature. Is it possible to do without the addition of rests after the notes ?

Additional rests after the notes? No, before the notes!

Or reduce the measure length in the measure properties. See the small light gray minus sign above the measure.
