Repeat not working
The 1st time repeat isn't working. It's skipping only one of the 4 bars it's supposed to cover and its refusing to agree to be properly formatted to cover those bars

Select all the measures that are to be included under the volta (four, in your case). Then add the volta to all of them with a single click on the item in the palette.

Or select the volta, press Ctrl+R, then Shift+Left until it covers all 3 measures
