Yes, you can do that. Select a note and you can start playback of all instruments from that point. Select a measure and that instrument can start playback from that measure.

Yes, but only once. Once you hit play and then stop, the playhead will next start at the point where you stopped, even when that some measure is still selected.

OK. You didn't stipulate. The closest you can get is this: If you start playback from a note, when you are done don't stop playback. Left click instead. Playback will go back to where it started.
