Where is the Instrument Tab?
I am new to MuseScore. I am following the online Handbook
"Accessing the panel
Open the panel by clicking on the Instruments tab on the left side of the screen:"
I haven't been able to find the Instruments tab

The shortcut is still i, the palette is now called Layout, F7 activates it as before.

I took that image from the online Handbook but I haven't been able to get there in MuseScorei. I can see the Instruments by doing New Score-->Choose Instruments->> etc. NOT FOUND: Instruments 2.png OR once the score was created, hit the "I"i and I see the instruments but I haven't been able to produce the Instruments tab shown in the first image

Not the Layout palette, but the Layout panel, by default located between the Palettes and Properties panels.
If you don't see it, click View / Layout or press F7.

Apparently the user's handbook is out of date

Yeah, they locked it last fall to move it to a new hosting site. A process that they promised would take two weeks. It's still locked :-(
The Handbook at https://handbook.musescore.org/ is fairly accurate, but it needs work :-(
