Note with a tie does not play during repeat
A note on measure 2, beat 1, is tied to a note from measure 1. The former note on measure 2, with the left (start) repeat barline, doesn't play during the repeat, although it is not tied to any note from measure 3, the one with the right (end) repeat barline.

I hear the same thing on Windows: 20250523 154330 - repeat to tie.mscz

Consider this method. I hope there are others.
Delete the tie.
Select the first note in measure 2 (previously tied) and change it to voice 2 (select the voice 2 icon).
Re-enter the tie and drag the voice 2 note down a space or two. The tied note will go with it.
Input a new D in voice 1, beat 1 and hit V.
Drag the tied notes back up. Delete the extra voice 2 rests,
Go to View>Show>and uncheck Show invisible.
Playback should be correct.

Nope :-( Still wrong, but in a different fashion.
In my example score, I tried putting only the note inside the repeat into Voice 1 as you described. This played correctly the second time through, but the first time it played that second note that should have been tied from the first note. Tried putting a tied note into the Voice 1. This had the same effect as the original (as I should have expected).

Drat. It did work and I didn't save the score. Tomorrow.
As a player I would find that notation confusing. The tie tells me to extend the duration of the "tied from" note without rearticulating it. There is nothing to tell me how to start that "tied to" note when I come back to do the repeat. Tying into a repeat would work only if there was a matching tie at the end of the repeat.
As it is not possible to tie from the C in measure 3 to the D in measure 2 I would re write that passage like this.

Ah yes. That is the best solution.
As a side note, my example above only works with Muse sounds. Not Basic.
