Should I specify a fragment same as automatically generated for a subtitle in a translation version of the Handbook?

Should I specify the fragment
in the translation, same as the fragment automatically generated from the transcription from that in the original language like the following, Jojo-Schmitz?

Maybe we need a new code specification.
Context
This website has enabled the following syntax:
### <subtitle> {#<fragment>}
but for some subtitles in the Handbook, the fragment
has not been specified and I don't have sufficient permission to add it.
If the fragment for the subtitle equivalent in different languages are kept the same, then the translator may use the following syntax without translating the fragment:
[node:<node_ID>,fragment="<fragment>",title="<title>"]
where the <string_in_sharp_bracket>
needs to be replaced by specific values.
However, if the fragment
hasn't been specified, the website will transcribe one from the subtitle text, which will follow the further modifications, unable to be solid, and so is that in other languages.
Example
For example, the following universal resource locators are equivalent but their fragment are different, transcribed from the text, due to not specified:

while the fragments in the following ones are the same thanks to specified:

Don't translate the fragment names, only the user visble text

Of course I will not translate fragment names, but if it is not specified (only subtitle there) in the original language, should I add one in my translation?
