On one of my scores, there doesn't seem to be an instrument tab? I really would like to add another instrument to the score, of short of just creating a new one, I don't know what to do

Instruments are now added and removed in the Layout tab. If you don't see a Layout tab, press f7 or enable it in the View Menu.

Indeed. I don't know whatever possessed the programmers to do this.

It now contains more than just instrument manes, so "Instruments" isn't a very good name for it. It also includes system markings objects to allow you to choose where things like tempo markings, system text, and and rehearsal marks appear on the score. I think all of those plus the order that the instruments appear in are summed up pretty well by "layout", so it makes sense that they renamed it.

"Layout" isn't very descriptive also. Perhaps "Score elements" or something like that, things having to do with the actual music notation and the instruments that play the music. "Layout" implies stave and bracket positioning, instrument order, lyrics functions, and other visual design elements of a score.
You can still add or remove them with the "I" shortcut.
