Can I use the older drum input system?
The updated drum input just isn't for me, is there any way I can revert it to the way it originally worked?

originally I could choose a drum note and when I click anywhere on the drum stave it would snap to the drum note I picked, but now it places whatever drum note my mouse is on, can I fix that?

I don't recall that. But full discloser, ever since I stared using MuseScore (version 2) I have hated the drum palette so much that I stopped writing kit parts almost altogether. Despite what we are told, hands and feet notation (stem up or down) is not universal. Sibelius is all stems up, and you can enter most drum kit notes almost like you are entering piano music. My kit needs are pretty simple, needing only 8 or 9 sounds. To that end and in MU4, I have done this. Reverted to the old palette. I have cut it down to just the sounds I need. Put most in voice 1. And set the palette to not show when inputting notes.
