It's important to remember that measures do not contain a specific number of notes. They mark off a particular amount of time, in "beats". If you have a 4/4 measure, it does not hold 4 notes, or 6 or 24. It holds 4 beats. Four quarter notes, eight eighth notes, two half notes, etc.
If you have a measure of 4/4 (as an example) containing quarter note, two eighth notes, quarter note, two eighth notes ...
... and you change those note values, they take up a different amount of time. But the measure still takes up the same amount of time, so it requires either more (or fewer) notes/rests, or to have the time it takes up changed. If we take the previous example and simply halve the note values (Edit / Paste half duration) ...
... then the measure requires rests to fill its time value. This is not "adding notes". It is simply maintaining the time of the measure and the times of the notes.
If you want the measure to take up less (or more) time, change the time signature to change all subsequent measures (from the Time Signatures palette) or change the length of that one measure (right-click the measure, click Measure properties... and change its "Actual Duration; for example, for an anacrusis or pickup measure).
Now, I may not have understood the specific thing you want to do. If not, please clarify with LOTS AND LOTS of detail :-) Easy to provide too little detail, very hard to provide too much. So more detail please :-)
