Why won't the measure stretch until the end of the page
The last measure of the last page is too condensed and for some reason it won't let me stretch! Any ideas?

Thanks for the quick response. That seems counter intuitive - I thought having it set to 100% meant that 100% of the system would be filled - I guess not though?

It's a threshold. Cross the threshold and the last measure fills the page. At 100% the threshold isn't crossed, at <60% (or whatever) it is.
