Is there a way to notate this in MS4? Doesn't really need playback, only visuals is fine (but if there's a way to notate with playback then it'll be better)

If you make a 10-let or 11-let (instead of a quintuplet), it should spread that out more. You could also use the Stretch command for the same.

This is not "harp notation"; it's a workaround.
That said, looks like you've got it. Except that you need to leave your lines visible while making the notes and rests invisible. Try selecting each line and press V (the keyboard shortcut to toggle visibility). If you have problems selecting only a line, experiment with Alt+Right and Alt+Left, which move through all staff elements rather than all notes.
