Measure length does not adjust for new time signature (regression)

1. Create new score with 4/4 time signature
2. Add a quarter note to the first measure
3. Change the time signature of the first measure to 3/4

Expected behavior: Contents of first measure should adjust to conform with new time signature (three quarter-note beats per measure)

Actual behavior: Contents of first measure still contains four quarter-note beats.
