[rev 5478] how does spanner anchor to the score ?

spanner element such as Ottava, Pedal, Hairpin, looks like they are anchor to chord (note / rest) segment, but only at the beginning of them, so if an Ottava stops at the last note of a measure, it will show at the beginning of next measure. If an Ottava stops at the last note of a score, it will not show.

I change testLines1.xml to make an example.
