Font of instrument name larger than nominal
Maybe related to this issue?

2 set font size for 12 pt
result: font size is much larger than expected

I can't reproduce on Widows 8 with 53f817b45c and it's probably linked to #22100: Font leading too wide indeed.
So there is definitely something weird in your setup... What's the size of your screen? Your video card? Your video card driver? Do you have any accessibility module on on your Windows? Anything else you could think about?
I can also reproduce this:-
There's no way that is 12 point text!
Again it almost certainly related to bug #22323: Font scaling is incorrect when not using "size follows space unit"
