Notes in one voice cause gap between notes in another

This happened in 2.3.2 as well but not to as great an extent, and strange to me is that supposedly the 3.0 layout algorithms are supposed to be better at this sort of thing, allowing overlaps that 2.x wouldn't. It seems that particular feature is broken, or maybe I just don't understand it as I thought I did.

There is obviously tons of room for the second 32nd note to fit above the half note. I thought at one time we dealt better with these situations. Also consider:

The sharp sign should have been to overlap the previous note. I would have sworn this worked when the new shape-based layout algorithms were introduced a few years ago.
