Is there a way to bring staves closer together if there is a hidden staff(s) between them?

I have a piano part with ossias for the treble and bass clef for only a few bars. However, they cause the regular piano systems to be too far apart.

Also the voltas are raised and cannot be lowered to appear properly.

So you are using the "cutaway" option in Staff Properties? Also set "Hide when empty" to "Always" (or turn on "Hide empty staves" in Format / Style).

OK, so we're talking about the distance between systems, not the distances between staves within the system. It's actually quite consistent here. The distance between the first & second system is exactly the same as the distance between the second & third: it's 9 sp either way. It's just a little deceiving because the chord symbol above the second system makes it look closer. Which indeed makes it understandable you'd subjectively want less space between the second & third, to make it "seem" more consistent. So, you can use a fixed spacer (last one on the palette, it's new for 3.0), which allows you to draw the systems closer.
