What am I doing wrong with these voltas?

I'm a newbie to musescore and returning to piano after 30 years so excuse me if this is stupid or obvious.
I'm trying to work out jumps/repeats on an actual score, but I couldn't get it right so I created a simple one to test the concepts. It mirrors the jumps/repeats I want to use on the real score.

As noted in the attached score, my desired order of play is:
1, 1, 2, 3, 4, 2, 3, 5(repeat of 2), End
What it actually does is 1, 1 ,2, 3 ,5, End.
It never gets to Part 4, and in fact won't even play it when specifically selected. This is peculiar; it's like it doesn't even exist to musescore.

I did get it working properly (the real score, that is) using D.S. and Coda, but I can't see why the voltas don't work.
A side question that I researched but could not find the answer: When using a second set of voltas, in parts 4 &5 of the test piece for example, should they be numbered 3 and 4, or should they start over at 1 and 2?

Thank you, that is perfect. I spent three days, on and off, working on this (on the actual score) but I just couldn't get it until I gave up on voltas and switched to D.S.

Any idea why musescore couldn't see Part 4 in my version? Even though the voltas were wrong I'd have thought that section would play if selected.
