Can't use Ctrl+anything when Windows language is set to Hebrew

On Windows, when the language is set to Hebrew, you can't use commands like Ctrl+S, Ctrl+C, Ctrl+V, Ctrl+P, or anything else.
This is very uncommon and doesn't happen in any other software.

1) Set the input language to Hebrew (Alt+Shift).
2) Try to save a score (Ctrl+S)
3) It won't work
