I don't hear an issue on my system, maybe your system CPU is not powerful enough to keep up? Or you have too large a soundfont loaded to keep in your RAM?
I would note that your description of notes sounding dotted seems like maybe you have swing turned on, either via style settings or via a Swing text from the palette - but neither seems to be the case here.
I think this may be a problem that I sometimes experience. I think it happens if I am too hasty in pressing the play button after starting MuseScore by clicking on a score. My guess (very uninformed) is that the soundfont has not fully loaded. Would that make any sense? If I monitor MuseScore's memory use (I use Process Hacker to do this) after starting the program there is an initial step followed by a plateau and then a fairly steady increase for maybe two to five seconds. If I wait until the increase has levelled off before I press play there is no problem. If I press play before it levels off, sometimes the playback sounds staccato. But it seems the staccato effect applies only to the top staff. I mainly notice it with clarinet + piano. I sometimes also hear the piano part sounding as if the sustain pedal is continuously depressed. Sometimes I get both effects at once. If I open another score, the problem remains. If I close and reopen MuseScore the problem disappears.
I hope to be able to find time to see if I can find a reproducible way to get the problem to occur, but usually I am in a hurry and just want the thing to play right, so I restart and wait before hitting the play button.

That is MuseScore 3.3.4, not 3.0. But that is outdated too, so better update to 3.6.2, which is out since almost a year now
