multibar rests "not joining up"

I've dragged an arrangement from I think MScore v2(?) into the latest version and started to sort the parts out. Then I noticed in Alto 1 that the multibar rests were not joining up (see attached example where I'd expect bars 35-40 to be one multi bar rest).
I've 'un-multi bar rests' to the entire score and then recreated them. That didn't help but at least it didn't make it any worse. Could any of the MScore Elves please tell me what I am doing wrong.
I've only got as far as Alto 1 in my re-jigging of the parts.

Measure 37 has "exclude from measure count" checked in it's properties (and the next one has add 1 set to compensate).
This prevents the rest from being merged.

For that you'd also need to set the "add to measure number" to 0 for the measures following it.

My approach would be to start with disabling multimeasure display (M). Then open up the measure properties at the first measure. Use the right arrow button at the bottom of the dialog window to have it focus on the next measure, until you see the dialog change with either the exclude checkbox enabled or the add to measure number option being not zero.
Check if that setting should be changed for the currently highlighted measure or not; If it does, change it and hit Apply, then resume hitting the right arrow button to the next occurence.
