This is in 4.0: OS: macOS 13.1, Arch.: x86_64, MuseScore version (64-bit): 4.0.0-223472200, revision: 5485621

In 3.X, I'm pretty sure I had to press SHIFT-[ to access the { and thereby the "Decrease layout stretch". I could not get it to work in 4.X. But selecting the item from the menu worked.

Experimenting, I found that omitting the SHIFT makes it work. This is effectively using the [square brackets].

This has been reported on GitHub - see https://github.com/musescore/MuseScore/issues/15033. It seems to affect a limited number of systems as there is only other report of this I am aware of, and those are fairly commonly used commands. You might want to comment there, and perhaps someone will eventually be able to identify the common element. So far, both of the people are on Mac, but I assume it's not literally something that applies to all Mac users.

Confirmed here in MuseScore 4.0 on MacOS Ventura:

Square brackets set measure stretch, whereas the command was invoked via curly brackets in MS3.
