I want to have multiple tabs since there is a taskbar in ms4 and i want to copy and paste measures from another file to a file.

You already can copy measures from file to file. Simply copy from the first, press Alt_Tab or use you favorite other method of switching windows that you'd use when switching between open windows in any other program, then Ctrl+V to paste.
