Can't add dot to rest outside note entry (0.9.6 regression)

1. Create new score
2. From the note entry toolbar select the quarter duration to create a quarter note rest in the first measure
3. From the note entry toolbar select the augmentation dot

Expected behavior: Selected quarter rest becomes a dotted quarter rest

Actual behavior: Selected quarter rest becomes a quarter rest followed by an eighth note rest

Workaround: Use note entry mode to add dotted rests (see http://www.musescore.org/en/node/3455#comment-8429 )

Discussion: Although dotted rests aren't typically used in 4/4 time they are used in 6/8 and other triplet time signatures.

(Tested using r. 2348, bug not present in 0.9.5 stable)
