No toolbar. Can’t do anything at all.

My score is fine but I can’t do anything to it at all. No toolbar at the top. Can’t access palettes or quit, save, export, anything.

Don't bother with a re-install. It never works.
The toolbar is off your screen at the top. Hit F+11 and see what happens.

As already mentioned, a new installation does not work. MuseScore saves many settings in additional locations and these are not reset or overwritten during a new installation.
If this is nevertheless necessary for other reasons, you can also have the installation repaired. In Windows in the Control Panel / Programs. Use instead of 'unistall' the repair function.
