Error=XML_ERROR_EMPTY_DOCUMENT ErrorID=13 (0xd) Line number=0

Recently, I went to open an old file on my flash drive and when I opened it, I was hit with this error. For now, I have done everything such as opening it with 7ZIP and WinRaR trying to see if I can get it back through this method. However, it is still not working. I also went into my backup files, removed the period and "~". Yet the backup as well receives the same error. Is there anything else I can do?

Opening it with a hex editor (Bless), I see that it just contains many bytes of value FF (so, essentially empty). If you have tried the autosave backup and haven't done any Save As... manual backups then you may be out of luck.

AFAIK Bless is only available for Linux OS.
But the standard Windows editor also shows the problem:

In comparison, a working MuS 4 file would show something like this - starting with the identifier "PK" for the zip type of the file:

There is also a plugin for the frequently used editor notepad++ to display the content in hex.

However, I have encountered 0x00 more frequently than 0xFF, as here, in the case of faulty files.
