Private Plugin Development

I understand MS is free open source software. Does that prohibit me from paying a developer to develop a plugin for personal use? Or do all plugins have to be shared with the community?

No, the license under which MuseScore is made available (GNU GPLv2) it does not prohibit you from contracting a developer to create a MuseScore plugin. A plugin made for MuseScore is however automatically licensed under GNU GPLv2. But for as long as you don't distribute your plugin to the public, whether it's for a price or for free, you are not required to provide access to the source code.
