Cannot paste to measure with a grace note before beat 1

Steps to reproduce bug
1. Open attached file "Copy-paste with grace note.mscz"
2. Select measure 1, top staff.
3. Edit > Copy
4. Select measure 2, top staff
5. Edit > Paste

Expected behavior: Contents of measure 1 should copy over to measure 2

Actual behavior: Measure 2 remains blank

Workaround: if you remove the grace note in the bottom staff, measure 2 that precedes beat 1, then paste works as expected.
