Sibelius provides a way to change the pitches of a sequence of notes without changing the rythm.
You select a note and go to Notes -> Re input pitches (Ctrl + Shift + i )and you can just enter C D E or octave changes, it replaces the notes but not the rythm, the cursor is a dashed line while in this mode.
This feature is super time saver for repeating rythm.

Apparently Finale has the same feature named repitch tool.

Thanks to Philip Rothman from @nycmusicservices for the suggestion. A video for finale and sibelius: http://www.youtube.com/watch?v=bHBL5LduI2M

In the current implementation re-pitching removes slurs and articulations instead of preserving them as shown in the video.
