Drag and Drop doesn't work when held over a note.

Description
When trying to add a key signature or page break, etc. by Drag and drop, if one is hovering over "black ink" of sorts, then it will not succeed in applying the change. Expected behavior is it just working when I drag it to the correct measure regardless of where I have my mouse in that spaced area. See vid for demo:

Using prerelease version 0.9.6.
You may be aware that the bar itself has to change colour before the element will be placed.
That I am aware of.
However, I still believe it to be rather clunky behavior, and when there are lots of notes on the measure, it becomes rather laborious to find a suitable space to drop the item.

Dragging a key signature to a note in the middle of the measure displays the key signature after that note. Expected behavior: key signature should always display at the beginning of the measure.
