Bug Report: Rests aren't programmed to rise when using multiple voices in 3.0-dev

Was just messing around scoring Bach's famous Prelude No. 1 in C Major from the Well-Tempered Clavier and found that rests aren't programmed to automatically rise when using multiple voices in 3.0-dev. It's rather difficult to explain, so here's the file. It's only the first bar.
