Staff/Part Properties vertical scroll bar problem

I am having a frequently recurring problem with the "Staff/Part Properties" window missing or miscalculating the window height. I can grab the title bar at the top with my mouse and push the window upwards a fraction of an inch to see the bottom buttons for OK, Cancel, and Apply. But as soon as I let go of the mouse, it slides back down hiding those buttons again. See attached screen shot.

A work around is to right-click my taskbar, choose "Taskbar settings," and turn on "Automatically hide the taskbar in desktop mode." However I HATE that feature, so I'll only turn it on for this one case and then turn it back off when done changing staff/part properties. I'm asking for a more general fix in the MuseScore code to correct the missing vertical scroll bar for this Staff/Part Properties window (which BTW works perfectly for every other MuseScore frame and pop up window that I've tested while drafting this bug report).

I am using MuseScore 3.0.1.5087 rev 06a66a2 on a Windows 10 Pro laptop. My display properties include "Size of text, apps, and other items = 250% (Recommended)" and "Resolution = 3200 x 1800 (Recommended)".
