Allow to set swing percentage below 50%

Currently there's no way to reduce swing proportion below 50% when going to swing settings.

This is because it is suposed that the first half will always be longer than the 2nd half in every 🎵 combination. But my case is the contrary: the 1st half is shorter, so it should be like 30% swing.
