Adjusting Vertical Alignment of Voice 1 Rests

I am editing an orchestral score and trying to organize percussion parts. It was composed with bass drum on a one-line staff, cymbal on a one-line staff, etc. There will be five percussionists with multiple instruments in each part.
Now I would like to organize them into parts for percussionist 1, 2, etc. In this instance, perc. 1 is bass drum and splash cymbal. I would like to combine the two into a single, two-line stave.
So, I copied the bass drum part from the original single-line staff to paste into the new 2-line staff. The notes ended up a couple of ledger lines below the staff so had to move them to the bottom line. Made the BD part second voice and pasted the cymbal part into voice one. It pasted a couple of ledger lines above the staff, so moved them to the top line. I did that using up/down arrows until they were on the correct line with the correct note head.
- What's the best way to do this?
- Is there a way to use the drumset editor so when I paste the tamborine, for example, from it's original one-line staff to it's new Percussion 2 staff with three lines it ends up on the line I want?
- And then to be able to paste tam-tam and triangle to that same Percussion 2 staff and have them paste onto the line I want?
In the attached screenshots you can see voice 1 rests are way too high above the staff. The last dotted-1/4 rest was moved manually, to where they should be for this score.
- What's the best way to get all voice 1 rests closer to the staff, to reduce vertical height of the rests, without dragging each one individually or having to "select all similar in range selection and voice?" For only that staff and without affecting other parts of the score?
