Control+End moves to last measure but also moves to next staff

I have a score with two staffs.

With focus on staff #1 and at measure 1, I hit control+home and expect to get to the last bar in the song.

Instead, I am moved to the second staff and then to the last measure.

My expectation is that control+end should move to the last measure of the song and not that I should also be moved down to the next (or final staff)(or final) staff. If there were many staffs in my score I would have to move up many staffs after hitting control+end to get to the last measure of the score on the staff that originally had focus.

Note: I was able to move to the last measure of the first track (which had focus) by selecting everything on that staff with shift+end.
