How to Make Multimeasure Rests Apply for All Empty Measures

I'm arranging a piece for a 14-part band, but can't get multi-measure rests to work properly. I discovered this issue when I tried to print each part separately. I would hide every part except (as an example) the alto sax, then press "M" to create mutlimeasure rests, so that then I could print it for the musician. However, when I press "M", the multimeasure rests don't incorporate all empty measures:

I unhid the other instruments to see if there was anything in them that would cause this, but as far as I could tell, there wasn't anything.
