Arppegio and cross staff notes broken

create a piano score with a chord in the upper ledger lines of the bass clef for left hand.
1) select a note in the chord and double click the wavy line arpeggio. (line appears in front of the note) Select a note in the chord again and push ctrl+shift+up to move it to the other staff. Expect: chord an arpeggio symbol should move, Result: chord moves, but arpeggio symbol disappears.
2) Trying it the other way around: select a note in the chord and press ctrl+shift+up to move it to the upper staff. Then select a note in the chord again and double click the wavy line arpeggio. Expect: arpeggio symbol should appear in front of the chord. Result: arpeggio symbol appears in the lower staff instead.

Using Windows XP R2756
