Starting at the end portion of a measure

So I want to start with 3 quarter notes at the end of a 9/4 measure,

... but I couldn't find any other way of placing the bar that way other than starting with a 3/4 measure, like so:

I presume there must be a better way, so the I can place the Key Signature to the far left where it should be. Can this be done?
