This issue applies not only to brackets. E.g. breaks can also not be dropped on the score.
See #24069: Impossible (?) to attach bracket to single line staff
Also has an impact on frames. Can work around by adding & removing other instruments - see http://musescore.org/en/node/25239

I can still reproduce.

Can you say how? The original steps now work, although the barlines are too long. And a new score created from scratch with a single line drum staff looks fine, though, and I have no trouble attaching a bracket.
I couldn't at first, but I can now (tried tambourine).
The problem is, it only applies if you drag it to below the stave line.
Maybe this could be fixed.

Not sure what you mean. For me, it applies when the measure highlights, and it highlights if you drag the bracket to anywhere within a space or so above or below the line.
About the long barlines, this could be the problem: #19197: Non-5-line drumset stave lines incorrectly positioned
As mentioned, I can apply the bracket, but here is what I see:
Problems in this could be related to this: #19197: Non-5-line drumset stave lines incorrectly positioned
This should probably be closed.
