  1. Open MuseScore 3
  2. Select Format - Style - Header/Footer and set the footer to $P for both left and right pages (to make the page numbers visible)
  3. Select Format - Page Settings and set "First Page Number" to anything greater than 1
  4. Click "OK"

The page number should change, but that does not happen.

Clicking "Apply" first and then "OK" does not work either.
