Inspector > Element: horizontal and vertical rasters for offsets
I believe that 'horizontal grid' and 'vertical grid' would be more intuitive names. Most people, in my opinion, associate 'raster' with 'raster graphics' (as opposed to 'vector graphics') rather than as a synonym for 'grid'.
Also, wouldn't it make more sense if their positions were reversed? 'Enable horizontal raster' permits uniform mouse control for 'Horizontal offset', and 'Enable vertical raster' permits uniform mouse control over 'Vertical offset' - but the layout is presently the exact opposite.

Might be German accent showing thru here.
Will have a look at the terms, and possible at the positions too.
I filed #31406: In Inspector change use of the word 'raster' to 'grid' and #31411: In Inspector swap the positions for vertical and horizontal raster/grid

Thank you, Jojo. Users have mentioned in the past how useful a snap-to grid would be, and I didn't want them to miss out on it because they didn't recognize the terminology.

D'oh! In the Inspector:
'Enable snap to horizontal grid' shows an image of a vertical grid; and
'Enable snap to vertical grid' shows an image of a horizontal grid.
